On 8 March 2009, BeiDou Starcom and Dr. Han Shaowei signed a cooperation agreement in Beijing to jointly establish Hexin Starcom Technology (Beijing) Co. Ltd. with a registered capital of RMB50 million, of which, Beidou Starcom contributed RMB35 million in cash, accounting for 70% of the registered capital, while Dr. Han Shaowei contributed 30% of the registered capital with his personally held proprietary technologies and intangible assets with an appraised value of not less than RMB15 million.
The cooperation is aimed at strengthening the competitiveness of Beidou Starcom.

The purpose of this cooperation is to strengthen the core competitiveness of BeiDou Starcom in the field of basic products of BeiDou Global Navigation and Positioning System (GNPS) and to achieve the long-term strategic objectives of the Company. Through this cooperation, Beidou Starcom has accelerated the research and development of core technologies and products in the field of basic products of BeiDou satellite navigation and positioning system, with a view to occupying a favourable position in the industry of BeiDou global satellite navigation system, and laying a solid foundation for the Company's long-term and sustainable development.
